My sitemaker website is in English and it says in settings that I cannot change the language until is has the status "not active." How can I deactivate so I can change the language to Arabic?
The language of you sitemaker site is set when you first create the website : it sets the language according to the one that you used when you were creating it.
To deactivate the site, you actually need to delete it alltogether. This is done from the 'settings' area, that you can get to from your sitemaker management page https://www.gandi.net/admin/sitemaker
Remember, you will loose all content when you do this, as you will be starting over from scratch.
