For accessibility it would be good if we had an option to automatically convert the flash web page into html, even if this would mean losing some of the formatting.
Many people surf without flash because a lot of the advertisements use flash. So disabling the flash plugin or scripts in general are ways to limit the number of advertisements which appear on the screen.
For advanced users it is trivial to enable/disable flash in the add-on manager, but less advanced users might find this a problem. In particular if they have had to ask someone else to disable flash for them. They might not dare to try to turn it on in case they cannot turn it back off again after visiting the site.
So a link at the bottom of the page saying "If you don't like flash please click here for an html version" would be a good idea. Don't you think so?
If they have completely disabled Flash they will see your site in it's HTML format. However if they are using an add-on type of Flash disabler, then in that case, all they see is a placeholder with a flash icon to load the page.
