When it says 5 emails per minute, how is 1 email with 10 TO: addresses counted? Is that 1 email, or 10?

According to: http://wiki.gandi.net/en/mail/limitations
You can have up to 15 'TO' addresses on a single message, and that counts as 1 message. That limit is raised to 40 when using a mail client (Thunderbird, etc).
So in your case, the correct answer is your first guess - it's 1 email.
